Woveo and the Business Development Bank of Canada (BDC) have launched a $10 million lending initiative to provide microloans of up to $25,000 to underserved Canadian entrepreneurs. For fintech professionals, this represents a significant move to automate the costly underwriting of small-dollar business loans, addressing a sharp decline in traditional bank lending to small enterprises.

What was announced

The $10 million program is designed to bridge a widening gap in the Canadian financial landscape. According to the OECD’s Financing SMEs and Entrepreneurs 2026 report, the share of new Canadian business lending directed to small and medium-sized businesses has fallen from 16% in 2011 to just 5.8% in 2024. This initiative targets entrepreneurs across Canada, excluding Quebec, who have historically been underserved by conventional financing models.

The program offers microloans of up to $25,000, utilizing Woveo’s AI-assisted underwriting platform. This technology integrates real-time cash-flow information, credit bureau data, and business-performance signals. Uniquely, it also incorporates "social collateral" and community accountability into the credit assessment process. This approach aims to create a more comprehensive profile of an entrepreneur's creditworthiness than traditional metrics alone, which often fail to capture the potential of newer or immigrant-led businesses.

The initiative is part of BDC’s Community Banking strategy, which focuses on partnering with ecosystem organizations to expand access to capital. Research cited by the partners indicates that assisted SMEs have a survival rate of approximately 65%, compared to 46% for those without support. Furthermore, entrepreneurs with access to financing can potentially double their average annual sales growth. Woveo enters this partnership with a track record of facilitating over 1,200 loans through its community programs, maintaining a 98% repayment rate.

"Small-business owners in Canada do not lack ambition or ability. Too often, they lack access. As an entrepreneur who immigrated to Canada, I understand how difficult it can be to build a business when traditional systems do not fully recognize your experience, potential or financial profile. By combining cash-flow intelligence, credit data, AI-assisted underwriting and community accountability, we can make small-business lending more accessible and economically viable. Our initiative with BDC will help more entrepreneurs build sustainable businesses and create a pathway into the mainstream financial system."

The companies involved

Woveo is an AI-powered fintech platform specifically designed to help financial institutions and community organizations expand credit access. The company focuses on the microlending space, combining modern financial technology with community-based lending practices. Its platform is built to handle the complexities of small-dollar business financing, which traditional lenders often find inefficient due to the high cost of manual underwriting relative to loan size. By integrating diverse data points, Woveo aims to provide a faster and more inclusive path to capital for those ignored by legacy systems.

The Business Development Bank of Canada, known as BDC, is a financial institution dedicated to Canadian entrepreneurs. It provides financing, advisory services, and capital to small and medium-sized businesses across various industries. Through its Community Banking initiative, BDC seeks to leverage technology and local partnerships to reach business owners who may not meet the criteria of mainstream commercial banks. The organization operates with a mandate to support the growth and sustainability of the Canadian SME sector, which remains a critical component of the national economy. By partnering with fintech innovators, BDC aims to simplify the borrowing experience and accelerate the delivery of capital to the market.

What FF News has reported before

The retreat of traditional financial institutions from the small business sector is a trend FF News has tracked closely across the North American market. In August 2024, we covered how Helcim Secures $53M Series C Funding to Scale SMB Payment Platform Across North America. That report highlighted a similar phenomenon where banks have increasingly exited the small business payments and lending space, leaving a vacuum that specialized fintech platforms are now filling. The growth of these platforms suggests a structural shift in how SMBs interact with the financial system, moving away from centralized legacy banks toward agile, tech-driven providers that can offer more personalized support and faster capital deployment.

What this means

This initiative highlights a critical inflection point in the Canadian credit market. As traditional banks tighten their lending criteria and reduce their exposure to the SME sector, the burden of maintaining economic liquidity for small businesses is shifting toward public-private fintech partnerships. The use of "social collateral" and AI-driven cash-flow analysis represents a direct challenge to the dominance of legacy credit scoring. If Woveo can maintain its high repayment rates at a larger scale, it puts significant pressure on traditional lenders to modernize their underwriting or risk permanent irrelevance in the micro-loan segment. The central question for the industry is whether these alternative data models can remain resilient during broader economic downturns.
