Cloudflare Launches Monetization Gateway to Enable Direct Payments for AI Agents

Cloudflare has launched its Monetization Gateway in closed beta, introducing a system that allows businesses to charge AI agents for digital resources on a per-consumption basis. By leveraging the HTTP 402 status code and blockchain settlement, the tool addresses the friction of traditional subscription models in an increasingly automated internet economy.
What was announced
Cloudflare Monetization Gateway, currently in closed beta, provides a technical framework for businesses to monetize digital assets accessed by autonomous AI agents. The system is designed to bypass the friction inherent in traditional account-based or subscription models, which often require human intervention or complex pre-paid balances. Instead, the Gateway utilizes the HTTP 402 Payment Required status code. This allows payment instructions to be embedded directly within the HTTP request flow, enabling an agent to discover a price, authorize a transaction, and receive the requested data in a single, streamlined process.
The tool is compatible with a wide range of digital resources, including standard websites, APIs, datasets, and Model Context Protocol (MCP) tools. Domain owners can set granular pricing rules based on specific request parameters such as URLs, headers, and query strings. Cloudflare manages the underlying complexities of this agent-native economy, including payment verification, settlement, transaction retries, and analytics. The Gateway also addresses the technical hurdles of payment failures and retries, providing a layer of reliability for autonomous systems that cannot troubleshoot a declined transaction in the same way a human user might. Currently, payments are settled on the Base blockchain using the USDC stablecoin.
Several companies are already utilizing the Gateway in production to support different types of digital services:
- Ceramic.ai: The web search provider allows agents to pay for individual search requests from its index of more than 40 billion pages without requiring an API key.
- Stocktwits: The financial social network uses the system to make market signals, such as sentiment, message volume, and trending tickers, available to agents on a per-request basis.
- API2PDF: This service enables PDF generation without account creation, allowing agents to receive a maximum price for a request and pay based on actual consumption.
- Cloudflare AI Gateway: U.S.-based customers can pay for model inference at the time of request for a select set of AI models, providing an alternative to maintaining credit balances.

As AI agents become the primary consumers of data, these legacy models are becoming obsolete. Cloudflare’s move to standardize the HTTP 402 code could force traditional payment processors and SaaS providers to rethink their entire billing architecture. The reliance on USDC and the Base blockchain is a pragmatic choice for micro-transactions, but it raises questions about whether mainstream enterprises are ready to adopt crypto-native settlement.
