Cloudflare has launched the closed beta of its Monetization Gateway, a tool allowing businesses to charge AI agents for accessing websites, APIs, and datasets on a per-use basis. By utilizing the HTTP 402 protocol, the solution enables autonomous machines to bypass traditional subscription models and pay for individual requests directly using USDC on the Base network.

What was announced

The Monetization Gateway is designed to address a fundamental friction in the modern web: the mismatch between human-centric payment rails and the high-frequency, low-value transactions required by AI agents. The system leverages the Coinbase x402 Facilitator to settle payments in USDC on the Base blockchain. This infrastructure allows agents to pay for access within the HTTP request itself, removing the need for traditional checkout flows, recurring subscriptions, or the management of prepaid credit balances.

The closed beta is currently available to eligible sellers and buyers based in the United States. Several companies have already integrated the technology into their production environments. Ceramic.ai is using the gateway to allow agents to pay per search query without the necessity of an API key, while Stocktwits is providing access to market sentiment and trading signals through individually priced requests. Additionally, API2PDF has implemented the system to charge agents for document generation based on actual consumption, and Cloudflare’s own AI Gateway utilizes the tool to facilitate payments for individual inference requests. By handling payment verification, settlement, and monetization capabilities, Cloudflare aims to provide a streamlined path for businesses to monetize the increasing volume of automated traffic interacting with their digital assets.

"AI agents are consuming the Internet. But today's payment infrastructure was built for humans, not machines making thousands of small transactions autonomously."

The companies involved

Cloudflare is a major player in the web infrastructure and security space, providing services that protect and accelerate millions of websites globally. The company has a significant footprint in the market, with FF News having tracked its developments across nine previous reports. Its move into AI monetization signals an evolution from purely protecting assets to facilitating the economic layer of machine-to-machine interactions.

Coinbase, which provides the underlying payment facilitation via its x402 protocol, is one of the most prominent cryptocurrency platforms in the world. With 101 prior stories in the FF News archive, Coinbase has consistently expanded its reach beyond simple retail trading into institutional infrastructure and decentralized finance. The use of the Base network—an Ethereum Layer 2 incubated by Coinbase—highlights the company's strategy to position onchain rails as the primary settlement layer for the AI economy. Together, these companies are attempting to standardize a new protocol for digital commerce that treats autonomous software as a first-class economic citizen, moving away from the legacy banking systems that struggle with the speed and volume of agentic activity.

What FF News has reported before

FF News has closely followed the development of the x402 protocol and the growth of the Base ecosystem. We recently covered how ProBlocks Launches Automatic API Monetization via x402 Protocol on Base, which signaled early momentum for this specific payment standard. The underlying network has also seen significant institutional interest, as seen when Aave V4 Launches Equities Hub on Base: Borrow USDC Against Apple, Nvidia, and Tesla Stocks. Furthermore, Coinbase’s broader push into credit and retail markets was highlighted in reports such as Coinbase and Morpho Launch Fixed-Rate Crypto Loans to Transform Onchain Credit and the announcement that Coinbase Opens IPO Access to US Retail Traders Starting with Oura.

What this means

This announcement marks a pivot point for the SaaS industry, which has long relied on "seat-based" or "monthly active user" models that are incompatible with autonomous AI. By standardizing the HTTP 402 "Payment Required" status code, Cloudflare and Coinbase are challenging the dominance of traditional payment processors whose fee structures often make micro-transactions economically unviable. The industry must now grapple with the reality of "headless" commerce, where the primary consumer of data is a bot rather than a person. This raises significant questions regarding the future of the open web: if every request carries a cost, the barrier to entry for small-scale AI developers may rise even as the friction of payment falls.
