Personio is acquiring Circula to merge HR, payroll, and spend management into a single European platform. For fintech professionals, this consolidation signals a shift toward unified back-office ecosystems for the mid-market, reducing the friction between employee data and financial outflows while addressing the fragmented regulatory landscape of European payroll and expenses.

What was announced

Personio has joined forces with Circula, a European spend management platform. Circula serves over 3,000 mid-market businesses, providing tools for expenses, corporate cards, accounts payable, and tax-optimised benefits. The acquisition aims to bring payroll, expenses, and benefits under one roof, a move Personio describes as a first for the European market. The two companies have a long-standing relationship, already serving many of Personio’s 16,000 customers through existing integrations.

By making this partnership permanent, the integration between payroll and spend data will deepen. Specifically, expenses will flow into Personio’s native payroll engine and other payroll integrations. A key focus of the combined entity is the collaboration with tax advisors; both firms have built communities of hundreds of advisors and offer deep DATEV integrations to transfer data into accounting systems. These integrations will continue to be developed to eventually form a single solution.

From October 6, Circula will operate as "Circula by Personio." The Circula team will join Personio, and the product will remain available as a standalone offering for customers who do not use the Personio HR platform. For joint customers, the existing integration will be further developed into a fully connected experience, aiming to streamline manual work for HR departments and accelerate the closing of books for finance teams.

This shared ecosystem has allowed them to build a significant joint customer base over several years of partnership prior to this acquisition.
