Tether Partners with National Bank of Kazakhstan to Drive Stablecoin and Tokenization Innovation
By Lauren Towner · 8 October 2026

Tether has entered a strategic partnership with the National Bank of Kazakhstan and the Alatau City Authority to develop digital finance infrastructure. For fintech professionals, this represents a significant move by a major stablecoin issuer into sovereign-level financial systems, focusing on asset tokenization and the potential creation of a digital tenge-pegged stablecoin in Central Asia.
What was announced
The Memorandum of Understanding (MoU) establishes a framework for the three parties to explore stablecoin development, decentralized finance (DeFi), and asset tokenization. A primary objective is the joint study of international models to prepare a pilot proposal for a stablecoin pegged to Kazakhstan’s national currency, the tenge. This initiative involves defining potential use cases and building the necessary infrastructure to support digital finance within the country.
The collaboration specifically targets the city of Alatau, where the parties intend to launch a pilot project for real-world asset tokenization. This initiative will evaluate the use of Hadron by Tether, the company’s dedicated tokenization platform. Drawing on international regulatory and technological experience, the parties will identify priority asset categories and design a conceptual tokenization model tailored to the special legal regime of Alatau.
To support these efforts, Tether, the NBK, and the ACA will hold a series of educational workshops, seminars, and training programs. These will cover the international stablecoin and digital asset market, issuance and reserve management models, and the tokenization of real-world assets using distributed ledger technology. These programs are designed to support the professional development of NBK specialists and relevant government agencies as they navigate the evolving digital asset landscape.
"The use cases for digital assets are evolving into real-life applications and, ultimately, into sovereign-level financial infrastructure. Kazakhstan is taking a deliberate, forward-looking approach by exploring asset tokenization and a strategic reserve framework. We are proud to support this vision for financial innovation and technological advancement across Central Asia. Our goal is to build efficient, transparent, and sustainable digital finance infrastructure, while protecting data and privacy."
Paolo Ardoino, CEO of Tether.
The companies involved
Tether is the largest company in the digital asset industry, primarily known for its USDT stablecoin, which maintains a dominant position in the global cryptocurrency market. The company has increasingly diversified its operations beyond simple issuance, moving into infrastructure and investment through platforms like Hadron. It operates as a major liquidity provider in the digital ecosystem, often serving as a bridge between traditional fiat and digital currencies.
The National Bank of Kazakhstan (NBK) is the central bank of the Republic of Kazakhstan. It is the primary authority responsible for the nation’s monetary policy, currency regulation, and the oversight of payment systems. The NBK is tasked with maintaining the stability of the country’s financial system and has recently shown an increasing interest in digital transformation, seeking to modernize the national financial architecture through partnerships with both local telecommunications firms and international technology providers.
The Alatau City Authority (ACA) is a specialized state administrative body. It was established to govern the city of Alatau under a unique legal and regulatory framework designed to attract investment. The ACA’s mandate is to develop the city into a primary hub for financial technology and digital innovation within Central Asia, providing a controlled environment for piloting emerging financial technologies.
What FF News has reported before
FF News has closely followed Tether’s expanding influence in both the primary markets and emerging economies. We recently reported on how Freemarket and Axiym Launch LIQUI-DT for Real-Time Primary-Market Tether Access. Additionally, the company has been active in venture capital to expand digital dollar access, as seen when Colombian Fintech Plenti Secures $3M Seed Round Led by Tether.
The National Bank of Kazakhstan has also appeared in our coverage regarding its broader digital payment strategy. We previously covered how VEON and Beeline Kazakhstan Partner with National Bank to Transform Digital Payment Services. This prior cooperation indicated a sustained effort by the central bank to integrate private-sector technology into the national financial architecture to enhance digital services for its citizens.
What this means
This partnership signals a shift in how sovereign entities view stablecoin issuers. Rather than viewing them solely as external market participants, central banks are beginning to treat them as infrastructure partners. By involving Tether in the development of a tenge-pegged asset and a tokenization framework, Kazakhstan is bypassing traditional slow-moving institutional models in favor of established crypto-native technology. This puts pressure on traditional regional financial hubs to accelerate their own digital asset regulations. However, the success of this initiative hinges on whether a private entity like Tether can satisfy the rigorous transparency and reserve requirements typically demanded by a national central bank.
