FOMO Pay and NPCI International Payments Limited (NIPL) have launched a strategic partnership to bring India’s Unified Payments Interface (UPI) to Singaporean merchants. This collaboration allows Indian tourists to pay via UPI QR codes at major destinations like Resorts World Sentosa, bridging a critical gap in cross-border retail for one of Singapore’s fastest-growing visitor demographics.

What was announced

Announced at the Global Fintech Fest (GFF) 2026, the partnership integrates UPI acceptance into the Singaporean payment landscape through FOMO Pay’s orchestration platform. Resorts World Sentosa (RWS) has joined as a primary merchant partner, enabling Indian visitors to use their domestic banking and payment apps to book experiences on the official RWS website. The system is designed for seamless currency conversion: Indian tourists transact in Indian Rupee (INR), while Singaporean merchants receive settlement in Singapore Dollars (SGD).

The initiative targets a massive user base, as UPI currently processes over 24 billion monthly transactions and serves more than 550 million active users in India. With India ranking as Singapore’s fifth-largest tourist source market—recording 1.2 million visitors in 2025—the commercial corridor is significant. By allowing UPI payments on the RWS website, travellers can secure bookings for attractions like Universal Studios Singapore and the Singapore Oceanarium before arrival. This move by NIPL is part of a broader strategy to internationalize India’s real-time payment infrastructure, making it interoperable with global financial systems in markets with high Indian diaspora and tourist activity. This three-way partnership reflects a broader vision to bridge the gap between how Indian consumers transact at home and how they experience Singapore, leveraging FOMO Pay's multi-rail, multi-currency payment orchestration platform to lay the groundwork for a deeper commerce corridor between the two nations.

"NIPL is committed to expanding UPI's acceptance by building seamless, interoperable real-time payment ecosystems with leading financial institutions worldwide. Our partnership with FOMO Pay marks a significant milestone in this journey. With UPI now accepted on the Resorts World Sentosa website, Indian visitors can conveniently book and pay online using their preferred UPI apps when planning their visit to one of Singapore's most popular tourist destinations. This collaboration reinforces our commitment to making cross-border payments simpler, faster, and more accessible."

The companies involved

FOMO Pay is a Singapore-headquartered payment institution that operates a multi-rail, multi-currency payment orchestration platform. Led by Founder and CEO Louis Liu, the company focuses on connecting merchants with national payment systems to facilitate trusted financial flows. It has established itself as a key player in the Southeast Asian fintech ecosystem by bridging the gap between traditional banking and digital payment methods. The firm provides a suite of solutions for businesses to accept a wide range of payment methods, including digital wallets and real-time payment schemes.

NPCI International Payments Limited (NIPL) serves as the international arm of the National Payments Corporation of India (NPCI). It was established specifically to export India’s domestic payment innovations, such as UPI and RuPay, to global markets. The organization works with international financial institutions to build interoperable real-time payment ecosystems, focusing on markets with significant Indian economic ties and high volumes of outbound Indian travel.

Resorts World Sentosa is a premier lifestyle destination resort in Asia, located on Singapore’s Sentosa Island. It houses world-class attractions, including Universal Studios Singapore and the Singapore Oceanarium, alongside a suite of luxury hotels. The resort is a major driver of Singapore’s inbound tourism economy and frequently partners with financial providers to enhance the booking experience for international guests.

What FF News has reported before

FOMO Pay has been active in expanding its institutional capabilities recently. In early 2026, FF News reported that FOMO Pay taps BNY to deliver institutional-grade business account solution for cross-border payments. The company also ventured into emerging asset classes, as seen when Lotus Tech, Finloop and FOMO Pay partner to revolutionize vehicle tokenization in August 2026. Resorts World Sentosa has also sought to capture specific tourist markets previously; FF News covered how JCB partners with Resorts World Sentosa to boost Japanese tourism in Singapore in February 2026. Additionally, the broader trend of global payment interoperability was highlighted in the 2025 launch of PayPal World.

What this means

This partnership signals a maturing phase for real-time payment (RTP) interoperability. By moving beyond simple P2P transfers to merchant-side QR acceptance in a major tourism hub, UPI is challenging the dominance of traditional card networks in the cross-border retail space. For the industry, this puts pressure on legacy providers to lower transaction fees and improve settlement speeds to remain competitive. The success of this corridor will likely determine how quickly other Southeast Asian nations adopt similar RTP links. It raises a critical question for the sector: will national payment rails eventually bypass global card schemes entirely for regional tourism?
