Rebolt Financial Technology has launched a community bank-owned payment utility, with Chesapeake Bank and Reading Cooperative Bank as the first institutions to go live. This move allows community banks to offer small business clients instant payment options and integrations with PayPal, Venmo, and stablecoin networks directly within their existing digital banking environments, reclaiming relationships previously lost to external fintech apps.

Rebolt’s platform is designed as a financial utility specifically for the small business sector. It functions as an API-first layer that sits atop a bank’s existing core systems and payment hubs. Crucially, the technology does not require banks to replace their current infrastructure or renegotiate contracts with existing vendors. Instead, it extends the functionality of current billpay, ACH, and wire workflows while adding capabilities that small business owners are increasingly seeking from non-bank providers.

The utility provides business customers with the ability to send money to PayPal and Venmo accounts and provides on-ramps to stablecoin networks and instant payment rails. This functionality is delivered through the bank’s own digital interface, aiming to keep the user within the bank’s ecosystem rather than forcing them to use third-party software for modern payment needs. Rebolt is currently building on-ramps to major stablecoin networks and leading Software-as-a-Service providers to further this integration.

Currently, the platform is live with Chesapeake Bank and Reading Cooperative Bank, two founding partners that influenced the product's development. While the technology is operational now, full availability for the banks' business customers is slated for Fall 2026. Integration is already active for institutions using COCC as their core technology provider, with Jack Henry integrations also available. Rebolt is structured as a bank-owned entity, meaning its pricing, governance, and product roadmap are determined by its member institutions rather than venture capital interests looking for an exit.
