The release introduces two primary tools: a 5-Tier Payments Standards matrix and a practical Payments Pre-Launch Checklist. Meanwhile, the checklist serves as a baseline for assessing risk, operational controls, and customer readiness before a new product reaches the market. The standards are organized into five core categories: Payments Governance and Risk Management, Payment Product Design and Fund Management, Payment Processing and Operations, Merchant Risk Management, and Consumer Protection.

Importantly, these standards are built to work in conjunction with the existing CFES Core Risk and Compliance Standards, which cover areas like BSA/AML, fraud prevention, and third-party risk management. The organization emphasizes that these modules do not replace regulatory requirements but instead provide a consistent methodology for evaluating the safety and integrity of payment operations.
