NEOPAY and CBD Partner to Unlock Working Capital Financing for UAE SMEs
By Lauren Towner · 15 September 2026

NEOPAY and Commercial Bank of Dubai (CBD) have entered a strategic partnership to provide small and medium-sized enterprises (SMEs) in the UAE with streamlined access to working capital and banking services. By integrating payment data with banking capabilities, the collaboration allows merchants to leverage their transaction history to secure financing, addressing a critical liquidity gap for small businesses.
What was announced
The partnership establishes a framework where eligible NEOPAY merchants can explore financing options from CBD specifically designed to support growth, expansion, and daily working capital requirements. The core of the initiative involves using transaction activity to provide the bank with greater visibility into a business’s performance, potentially simplifying the credit assessment process for SMEs that often struggle with traditional financing routes.
The agreement, signed by Vibhor Mundhada, CEO of NEOPAY, and Dhiraj Kunwar, General Manager, Retail & Business Banking at Commercial Bank of Dubai, combines NEOPAY’s merchant ecosystem with CBD’s established banking infrastructure. NEOPAY provides a comprehensive suite of services including merchant acquiring, omnichannel payment acceptance, payment orchestration, and issuer processing. By merging these payment insights with CBD’s financial expertise, the two entities aim to create a more accessible route for businesses to manage expenses and meet operational commitments.
The initiative targets the UAE’s diverse SME sector, covering industries such as retail, e-commerce, hospitality, and the public sector. By focusing on "intelligent payment experiences" and faster settlements, the partnership seeks to bridge the gap between day-to-day payment operations and long-term financial stability for thousands of merchants operating across the Middle East.
"SMEs want banking and payment solutions that work seamlessly together. By bringing these capabilities together, we are making it easier for merchants to access financing and support their growth ambitions. Every day, businesses generate valuable transaction data that reflects the rhythm and scale of their operations. When used correctly, these insights can help create a more informed approach to financing. Our partnership with CBD brings together NEOPAY’s payments ecosystem and the Bank’s financial expertise to make that connection possible, giving eligible merchants a clearer and more seamless path to accessing the capital they need to keep their businesses moving."

The companies involved
NEOPAY is a prominent digital payments company in the UAE, providing end-to-end infrastructure for businesses, financial institutions, and government entities. The company is backed by a strategic consortium led by Arcapita and Dgpays, and it continues to receive support from Mashreq. Beyond its role as a payment solutions provider, its leadership is deeply embedded in the regional financial ecosystem; Vibhor Mundhada also serves as the Chairman- Acquiring and Payments Committee at the UAE Banks Federation.
Commercial Bank of Dubai (CBD), accessible at www.cbd.ae, is a major financial institution in the United Arab Emirates. The bank has been increasingly active in the digital transformation space, particularly under the leadership of Dhiraj Kunwar, the General Manager of Retail & Business Banking. CBD has positioned itself as a key player in the SME and retail banking sectors, frequently launching digital-first products to compete with both traditional peers and emerging neobanks. The bank’s involvement in this partnership highlights its focus on data-driven lending and the integration of fintech capabilities into its core banking offer.
What FF News has reported before
FF News has closely followed the evolution of both NEOPAY and CBD within the Middle Eastern fintech landscape. In September 2026, we covered how NEOPAY and Deem Finance Launch AI-Driven Embedded Lending for UAE SMEs, a move that signaled NEOPAY's early intent to dominate the embedded finance sector. Commercial Bank of Dubai has also been a frequent subject of our reporting, notably when Commercial Bank of Dubai Becomes First UAE Bank to Launch Multi-Bank Payment Initiation in August 2026. Additionally, the bank’s push into digital wealth management was highlighted when Commercial Bank of Dubai Launches CBD Invest to Democratize Digital Wealth Management earlier that year.
What this means
This partnership moves the needle by shifting the SME lending paradigm from collateral-based requirements to cash-flow-based assessments. In the UAE, where SMEs are the backbone of the economy but often lack the formal credit history required by legacy banking systems, using real-time transaction data is a significant competitive advantage. Traditional lenders who rely solely on balance sheets are under increasing pressure from these integrated fintech-bank alliances. The industry must now grapple with whether payment data will become the primary "credit score" for small businesses. This move highlights a broader trend where the lines between payment processors and commercial banks are becoming permanently blurred.
