Bir has entered a strategic partnership with Azerbaijan’s Public Catering and Gastronomy Association (İİQA) and tech startup Clopos to digitize the nation’s hospitality sector. For fintech professionals, this move signals a significant push toward embedded finance in the Caucasus, merging ordering, payments, and tipping into a unified, QR-driven merchant ecosystem.

What was announced

The three organizations have signed a Memorandum of Understanding (MoU) to deploy an integrated digital solution specifically designed for restaurants and retail businesses across Azerbaijan. The system is built on Bir’s existing financial infrastructure and utilizes technology developed by Clopos, a fast-growing startup specializing in digital tools for the service industry.

The primary objective is to streamline the customer journey through a single point of interaction. By scanning a unique QR code at their table, diners can access a digital menu, place their orders directly to the kitchen, and settle their bills. The payment component is handled via Bir Pay or other integrated methods, and notably, the platform includes a digital tipping feature - a historically friction-heavy aspect of the hospitality experience.

This initiative aims to modernize the operational workflow for hospitality staff while providing a frictionless experience for consumers. By automating the order-to-pay cycle, the partnership seeks to increase efficiency for businesses within the İİQA network. The rollout leverages Bir’s massive reach, which currently encompasses more than 5 million users, providing Clopos and İİQA with immediate access to a significant portion of the Azerbaijani population.

"At Bir, everything we do starts with one goal: to make everyday life simpler and more convenient for our customers. We believe the best way to achieve this is by bringing together the right partners, capabilities and services across the market. This partnership is a great example of that approach. By bringing ordering, payments and tipping into one connected digital journey, we are making the experience easier for customers while helping businesses serve them more efficiently. Through partnerships like this, we continue to connect consumers, businesses and services within the Bir ecosystem, making everyday interactions effortless."

The companies involved

Bir is the first fully integrated banking, payments, and e-commerce ecosystem in the Caucasus region. It has positioned itself as a central pillar of Azerbaijan’s digital economy, recently gaining international recognition as one of the world’s top fintech companies by CNBC and Statista - the first firm from the South Caucasus to achieve this status. The company operates a diverse portfolio of services, including the m10 digital wallet, which recently integrated AI-powered assistant features.

Clopos is a technology startup focused on providing digital management and point-of-sale solutions for the retail and restaurant sectors. By partnering with Bir, Clopos gains the financial rails necessary to turn its software into a comprehensive payment and settlement tool. The third partner, the Public Catering and Gastronomy Association (İİQA), serves as the industry body representing the interests of hospitality businesses in Azerbaijan, providing the essential bridge between technology providers and the merchant base.

Additionally, Bir has previously collaborated with Paysend, a global fintech focused on cross-border transfers. Paysend has established a significant presence in the international remittance space, recently expanding its infrastructure in the China corridor and partnering with major brands like JetBlue and Visa to enhance its global payout capabilities.

What FF News has reported before

FF News has closely followed the rapid expansion of the Azerbaijani fintech landscape. We previously covered when Bir Named Among World’s Top Fintechs by CNBC and Statista in Historic First for Azerbaijan, marking a turning point for the region's global visibility. Our coverage of Bir’s partners includes several milestones for Paysend, such as when Paysend Enterprise Strengthens China Corridor Infrastructure with a focus on Direct Wallet Payout Capabilities and their efforts to enhance cross-border payments through an expanded Visa partnership. We also noted their consumer-facing initiatives, including how Paysend Partners with JetBlue to Reward the Dominican Diaspora in the U.S. for Sending Money Home.

What this means

This partnership is a clear indicator that Bir is no longer content being just a "banking app"; it is aggressively pursuing the "super-app" model by embedding itself into the physical merchant environment. By capturing the entire hospitality value chain - from the menu to the tip - Bir is locking in both merchant loyalty and consumer data. This puts significant pressure on traditional merchant acquirers and legacy POS providers in the region who cannot offer the same level of vertical integration. The inclusion of digital tipping is particularly savvy, as it solves a common pain point in increasingly cashless societies, ensuring that service staff remain incentivized to support the platform’s adoption.
